EPISD Food Service Supervisor Domingo Rodriguez Earns Over $70,000 Records Show

EAGLE PASS Texas — Public records obtained under the Texas Public Information Act show that Domingo Rodriguez earns more than $70,000 per year in total compensation from the Eagle Pass Independent School District. He currently holds the position of Supervisor of Food Service and Warehouse Operations. The records were requested after members of the community raised concerns about salaries and employee placement within the district Food Service Department.

District personnel records show that Rodriguez began working for EPISD in March 1989. His employment history spans more than thirty five years. Early records place him in security related positions. Over time his assignments shifted into attendance enforcement roles. For many years he worked as an Attendance Officer assigned to C C Winn High School. That position followed a traditional school year schedule and did not require year round service.

Payroll documents show that before 2022 Rodriguez earned $33,525.00 per year. This salary was tied to a 183 day contract. This type of contract is common for non instructional positions that operate only during the school year. His compensation remained at that level for several years while he served in attendance related roles.

A significant change occurred on April 11 2022. EPISD formally reassigned Rodriguez to Supervisor of Food Service and Warehouse Operations. The reassignment is documented through district letters and salary calculation forms approved through administrative channels. With this change his job classification shifted from campus based to district level supervision.

After the reassignment his base salary increased to $63,000.98 per year. This change nearly doubled his prior pay. At the same time his contract expanded to 238 working days. This reflects a year round role rather than a school year assignment. The documents show that his new responsibilities extend beyond a single campus and into broader departmental oversight.

District payroll records also show that Rodriguez receives a travel stipend. This payment is listed separately from base salary. For the 2021 to 2022 school year the stipend amount was $5,000. During the transition into the new position the stipend was prorated to $4,125.32. Later payroll entries show continued stipend payments tied to his Food Service role. When base salary and stipend payments are combined his total annual compensation exceeds $70,000.

Rodriguez personnel file includes sections covering employment history and qualifications. The education section lists a GED as his highest completed level of education. The records reviewed do not list a college degree or additional academic credentials. The documents also do not state that a degree is required for the Supervisor of Food Service and Warehouse Operations position.

The Food Service and Warehouse Operations Department is overseen by Mario Garcia. He also serves as a City Councilman. The records reviewed do not identify any violations of district policy. However the leadership structure has drawn public attention due to the concentration of higher salaries within the department.

Rodriguez is also a candidate for Maverick County Judge. His political activity is not referenced in EPISD personnel records. His candidacy has increased public interest in his employment history compensation and qualifications as reflected in public documents.
