EPISD Trades Teacher Sees Pay Growth and Coaching Stipend Increase Under Mijares Administration

EAGLE PASS, Texas — Public records released under the Texas Public Information Act show that Oscar Rodriguez, a building trades teacher and football coach at C.C. Winn High School, has received multiple pay raises and an increased coaching stipend since joining the Eagle Pass Independent School District in 2022.

The district hired Rodriguez after the Board of Trustees approved a School District Teaching Permit issued by Superintendent Samuel Mijares on November 14, 2022. The permit authorized him to teach Principles of Construction and Construction Technology for grades nine through twelve in the Architecture and Construction career cluster. It also confirmed that Rodriguez has more than thirty years of experience in the construction industry and holds a contractor’s license.

A letter from the Human Resources Department dated November 17, 2022, set his annual salary at $57,250.84, placed him at Pay Grade 7, and assigned him to a 202-day contract. His official start date was November 18, 2022. An accompanying employment form was signed by the Deputy Superintendent for Business and Finance Ismael Mijares and Superintendent Samuel Mijares.

For the 2023–2024 school year, payroll records list a base salary of $57,360.00, extra duty pay of $4,259.40, and a football coaching stipend of $5,500.00, for a total of $67,119.40. A payroll form dated September 14, 2023, confirms these amounts and states that the change was related to the addition of football coaching duties and days.

For 2024–2025, the district’s Football Stipend Equity Adjustment form shows a new total of $71,534.61. His base salary increased to $59,608.23, extra duty pay rose to $4,426.55, and his football coaching stipend grew to $7,500.00. The adjustment reflects a change in title from Freshman Football Coach to Assistant Football Coach, resulting in a pay difference of $4,415.21 from the previous year.

A Human Resources record effective August 5, 2024, through May 23, 2025, lists his teaching and coaching duties. He teaches four class periods of building trades and coaches one period of football. Each portion of his schedule is funded through separate accounts, one for Career and Technical Education and one for Athletics.

All employment and pay adjustments for Oscar Rodriguez were approved through the district’s administrative chain of command. The approval routing includes campus principal Jesus Diaz-Wever, Human Resources Specialist Tohui Valero, district secretary Gabriela Van Der Maal, Deputy Superintendent for Business and Finance Ismael Mijares, and Superintendent Samuel Mijares.

These same administrators appear across multiple employee files released under the same Public Information Act request, showing that compensation and staffing changes flow through the Business and Finance Department managed by Deputy Superintendent Mijares before reaching the Superintendent’s office.

Oscar Rodriguez continues to work at C.C. Winn High School as a Building Trades Teacher and Assistant Football Coach. Since joining the district, his total compensation has increased from $57,250.84 to $71,534.61, and his football stipend has risen from $5,500.00 to $7,500.00.

The records confirm that all salary and stipend adjustments were approved by the district’s upper administration led by the Mijares brothers. They also show a steady progression in Rodriguez’s pay since his hiring in 2022, consistent with internal equity adjustments and position reclassifications authorized through the district’s Business and Finance Department.
