Complaint Letter Details Alleged Verbal Abuse by Former Bridge Director David Saucedo

EAGLE PASS, TEXAS — A formal grievance letter submitted to the City of Eagle Pass Human Resources Department has surfaced, alleging that former International Bridge General Manager David Saucedo engaged in “persistent disrespectful treatment and abusive language” toward an Ardurra engineering representative during a city project meeting.

The letter, dated September 3, 2025, was authored by Ignacio Hinojosa, P.E., Client Services Manager for Ardurra, the engineering firm overseeing infrastructure improvements at the Camino Real International Bridge. The correspondence was addressed to Cynthia Campos, the city’s Human Resources Director, and describes a heated exchange that allegedly took place after a miscommunication regarding a bridge project meeting.

According to the letter, the incident began when City Manager Homero Balderas and other officials scheduled a project meeting for July 31, 2025, to discuss ongoing updates at the bridge. Mr. Saucedo, who was reportedly in Austin attending a conference, was not present at the meeting. Hinojosa stated that the meeting was arranged in person with a virtual option to accommodate those unable to attend.

Later that same day, Hinojosa said he contacted Saucedo to follow up on the meeting discussions after noticing missed calls and text messages. When he explained the situation, Saucedo allegedly became verbally aggressive, accusing Hinojosa of intentionally excluding him from the meeting.

“I had left him out of this meeting on purpose,” Saucedo reportedly said, before unleashing what Hinojosa described as “a barrage of negative comments and expletives.” The letter details that Saucedo continued to raise his voice, saying, “We had him waiting like an [expletive] for over an hour,” during a phone call that lasted nearly five minutes. The exchange occurred in front of another Ardurra engineer, Roberto Gallegos, as the two were traveling back to Laredo following the meeting.

Hinojosa wrote that the experience left him “embarrassed and demoralized,” adding that such behavior “is not representative of how the City of Eagle Pass operates.” He further noted that the incident negatively affected Ardurra staff morale and raised concerns about the city’s professionalism when dealing with contractors.

The grievance letter formally requested a “full investigation into Mr. Saucedo’s conduct under the City’s workplace policies” and reaffirmed Ardurra’s commitment to maintaining a “respectful and professional work environment.”

The complaint adds another layer to the ongoing scrutiny surrounding David Saucedo’s tenure as Bridge General Manager. Public records show that Saucedo was later disciplined for failing to submit bridge capital improvement projects for budget consideration and ultimately received a $43,000 severance payout authorized by City Manager Homero Balderas without City Council approval.

The City of Eagle Pass has not released any public statement regarding the grievance or whether a formal investigation was conducted.

As of the time of publication, The Maverick Times reached out to both City Manager Homero Balderas for comment but has not received a response.
