Eagle Pass Police have charged 34-year-old Ivan Rodriguez with aggravated assault after a shooting outside Burlington at Mall de las Aguilas that left an off-duty DPS trooper wounded. Authorities say the investigation is ongoing.

EAGLE PASS, TX — The Eagle Pass Police Department has identified and charged 34-year-old Ivan Rodriguez in connection with Friday afternoon’s shooting outside Burlington at Mall de las Aguilas. The incident left two men injured, including an off-duty Texas Department of Public Safety (DPS) trooper.

According to an official media release issued Sunday by the Eagle Pass Police Department, the shooting occurred on November 7, 2025, at approximately 2:57 p.m. in the mall’s east-side parking lot. Officers quickly responded to reports of gunfire, securing the area with assistance from the Maverick County Sheriff’s Department, U.S. Border Patrol, Customs and Border Protection, Texas DPS, and Constable Precinct 2.

Two Men Injured in Shooting

Responding officers located both men involved and provided immediate medical aid. The off-duty trooper, identified as Pedro Elizondo, sustained gunshot wounds and was transported by ambulance to Fort Duncan Regional Medical Center before being airlifted to a San Antonio hospital for further treatment. Authorities confirmed that Elizondo remains hospitalized but is expected to recover.

Rodriguez also suffered a gunshot wound to his forearm and was treated at Fort Duncan Regional Medical Center. He was later released from the emergency department and taken into police custody after investigators identified him as the primary suspect in the case.

Personal Dispute Under Investigation

Preliminary findings suggest the incident may have originated from a personal dispute. Multiple sources close to the investigation told The Maverick Times that the confrontation may have been connected to a domestic situation involving Rodriguez’s spouse and Trooper Elizondo. Officials have not confirmed this detail publicly, citing the ongoing nature of the investigation. Mexican news media outlets were reporting a love triangle being the reason for the shootout.

Charges and Detention

Rodriguez was arraigned before a magistrate and charged with Aggravated Assault with a Deadly Weapon, a second-degree felony under Texas law. He was booked into the Tom Bowles Detention Center on a $175,000 bond. The Eagle Pass Police Department noted that additional charges may be pending as evidence is reviewed.

“The investigation remains active,” the department stated in its release. “Preliminary information suggests the incident may have stemmed from personal matters.”

Law enforcement agencies continue to examine surveillance footage, shell casings, and witness accounts to determine the sequence of events that led to the shooting.

Coordinated Police Response

The swift action of law enforcement and emergency responders helped secure the area and prevent further injuries. Burlington was temporarily placed on lockdown as a precaution, while other businesses in the shopping center continued normal operations once the scene was declared secure.

Under Texas law, Ivan Rodriguez is presumed innocent until proven guilty in a court of law. The Eagle Pass Police Department has not released information on whether Trooper Elizondo faces any administrative review or internal investigation related to the incident.
