Did Morris Libson Have 150 Million Reasons to Resign From EPISD Board?

EAGLE PASS, Texas — Questions continue circulating across Eagle Pass following the resignation of Eagle Pass Independent School District Trustee Morris Libson.

Libson’s resignation became official following action taken by the EPISD Board of Trustees during its regular meeting.

Prior to the meeting, the posted agenda listed item VI.4 stating the board would “consider and take appropriate action on the request to accept the resignation of Trustee Morris Libson.”

The resignation has generated public discussion following the implementation of House Bill 210, a Texas law that took effect on September 1, 2025.

Questions Previously Raised About Appointment

Libson’s appointment to the EPISD Board of Trustees had already drawn attention prior to his resignation.

Following his appointment in September 2024, a petition was reportedly submitted to the 365th District Court challenging the appointment process and arguing that the position should have been decided through an election by the voters rather than through appointment.

The petition raised concerns regarding public representation and whether residents should have been allowed to elect the individual filling the position.

The matter generated discussion within the community and added additional attention to Libson’s role on the board.

What Is House Bill 210

HB 210 created new restrictions involving school district trustees and vendors conducting business with school districts.

Under the law, a vendor commits an offense if a school board member has a “substantial interest” in the vendor or if a close family member has a substantial interest in the company receiving district contracts.

The law defines a substantial interest as ownership exceeding 10 percent or participation in more than 10 percent of profits, proceeds, or capital gains involving the vendor.

The legislation also created criminal penalties ranging from Class C misdemeanors to state jail felonies depending on the circumstances and number of violations.

One section of the law states that enhanced criminal penalties may apply if compensation is connected to district contracts.

The Maverick Times is not alleging that Morris Libson violated HB 210 or committed any criminal wrongdoing.

Community Discussion Continues

Libson, a well known local entrepreneur and sports activist in the Eagle Pass community, was appointed to the EPISD Board of Trustees in September 2024.

Throughout his time on the board, Libson remained involved in athletics, youth initiatives, and local business activities.

Following the resignation, some residents have publicly questioned whether HB 210 may have influenced the decision.

One anonymous Eagle Pass resident told The Maverick Times that, in his opinion, residents are naturally going to question whether the new law played a role.

“When you have a law involving school contracts, business interests, and possible criminal penalties, then a resignation happens, people are obviously going to ask questions,” the resident stated.

The resident also questioned whether concerns involving district contracts and taxpayer funded spending contributed to public speculation.

“EPISD handles millions of taxpayer dollars every year,” the resident added. “Residents deserve transparency anytime an elected or appointed official suddenly resigns.”

The Maverick Times has not independently confirmed the reason for Libson’s resignation.

No Official Explanation Released

At this time, neither EPISD nor Libson has publicly released a detailed statement explaining the resignation.

The resignation has already sparked conversations among district stakeholders and taxpayers regarding ethics laws, public accountability, and transparency involving school district governance.

As the community continues discussing the issue, residents are closely watching whether additional information regarding the resignation becomes publicly available.
