Parent Alleges Mistreatment in Eagle Pass ISD Special Education Classroom

EAGLE PASS, Texas — Serious allegations have surfaced against the Eagle Pass Independent School District (EPISD) regarding the treatment of students with disabilities at the Early Childhood Center (ECC) in Room 30A. A local parent has filed complaints with the Texas Department of Education and Child Protective Services (CPS), citing disturbing incidents of neglect, lack of supervision, and retaliation against staff.
Parent Witnesses Restraint of Special Education Student
According to the mother’s report, her son, a special education student at ECC, was physically restrained by the principal, a school officer, and a teacher on September 16, 2025. The parent says she found her son “yelling, crying, and visibly red in the face” when she arrived. After demanding his release, the child reportedly ran to her “frightened and shaken.”
The parent says this incident highlighted larger problems in Room 30A, where she alleges students are being neglected and improperly supervised.
Allegations of Neglect and Unqualified Staffing
The report describes troubling conditions:
- Students left unsupervised for long periods.
- Children placed on Kids YouTube for hours instead of receiving structured instruction.
- A student exiting the bathroom unclothed, with no staff intervention for several minutes.
- Multiple children removing clothing and running around the classroom without discipline.
The parent also alleges retaliation within the district. She says a certified special education teacher who raised concerns about overuse of tablets and lack of support was removed from the classroom and reassigned to a different school. As a result, Room 30A is now staffed only by substitutes with no special education training.
Complaints Filed with State Agencies
The parent has filed formal complaints with both the Texas Department of Education and Child Protective Services, claiming EPISD is failing to protect vulnerable students. She has since withdrawn her son from ECC and is homeschooling him.
“These children cannot speak for themselves,” she stated. “It’s sad that my son was put in this environment, but I will forever stand up and be his voice.”

Community members are now questioning the role of Superintendent Samuel Mijares and the EPISD Board of Trustees. Many are asking how long these incidents will continue without district accountability.

As of publication, Eagle Pass ISD has not issued a response to these allegations. Parents and advocates continue to call for transparency, stronger oversight, and immediate protections for special education students.
