Del Rio Police Captain Suspended With Pay Pending Internal Review

The Del Rio Police Department has placed Enforcement Captain Rick Roman on administrative leave with pay. The action was confirmed in a memo issued by Chief of Police Frank Ramirez on Friday, June 27, 2025.

While the documents show that Captain Roman has been officially removed from active duty, the department has not released any explanation regarding the reason behind the suspension.

The memo, titled “Notice of Administrative Leave with Pay,” instructs Captain Roman not to work or present himself as a police officer during the leave. He is required to surrender all department-issued equipment, including identification, badge, firearm, keys, phone, and credentials.

Leave Effective Immediately

According to a Personnel Action Form obtained by The Maverick Times, Captain Roman’s annual salary is $91,332.80. The form marks the change as a “Temporary Assignment” and “Administrative Leave With Pay.”

Captain Roman signed the document on June 27, 2025. Department officials also signed off, including the City Manager, Shawna Burkhart, and Human Resources Director Linda Contreras.

The action appears to comply with civil service requirements and internal city policy. However, no further comment has been issued by the City of Del Rio or the Police Department.

Policy Requires Check-Ins During Leave

The memo outlines strict conditions. Captain Roman must check in every Monday at 9 a.m. with Administrative Captain Robert Guzman. He must also remain available for potential meetings with Human Resources or other departmental needs.

He may be required to report between 8 a.m. and 5 p.m., Monday through Friday, if called upon.

Any travel outside the area must be approved in advance to avoid violating leave conditions.

No Explanation from the Department

As of today, the department has not confirmed whether this action stems from a policy violation, internal complaint, or criminal investigation. The form does not list “gross misconduct” or “termination” as reasons for the leave.
